Implementing its military aggression, Russia counts on its own puppets that are ready to support the Kremlin colonization policy any time. Thus, Russia is doing the same thing to the occupied territories of Ukraine today. We have already analyzed such a phenomenon as the Chechen invasion of Crimea and the eastern regions of Ukraine, highlighting in details the involvement of Kadyrov’s mafia in the events on the terrains seized by the Russians. Today, reader Oleksandr Hertsen will drew your attention to the role plaid by a so-called unrecognized state South Ossetia, which was formed by the Russian Federation on the occupied territories of Georgia, in the invasion of the Ukrainian territories.

The mentioned issue is a subject for our study in two aspects such as a direct involvement in the armed conflict and post-war support of the aggressor-state.    Let’s start discussing the 1st aspect. At first, the representatives of South Ossetia appeared in Donbas where they came together with other gunmen including Kadyrov’s servants to build the ‘Russian peace’. The Ossetians formed a foundation of the company Skhid which both killed the Ukrainian servicemen and committed the crimes against the civilians. Moreover, they were involved in racket and abductions. Later, most of the Ossetian gunmen joined the company Piatnashka, which united the Caucasian natives [1].

The authority of South Ossetia was under the control of the Russian Federation. The government didn’t even try to hide the presence of their own citizens in Donbas. Thus, in 2018, the president of that unrecognized republic visited the People’s Republic of Donetsk and directly declared that he came there also for seeing ‘his guys’ on front line. Besides, the occupying administration of Donbas, i.e. the government of the Donetsk People’s Republic declared that they consider South Ossetia a military partner who was ready to consult the gunmen in Donbas and provide them with a material help. It is worth mentioning that all the Ossetian insurgents have Russian flags and came to Ukraine to put the Kremlin intentions in practice [2].

When Oleh Mamiev, Piatnashka’s commander from Ossetia, was liquidated in Avdiyevka industrial area, in 2018, the authority of the Donetsk People’s Republic united that company with the army corps of the self-proclaimed republic. The insurgents from South Ossetia did not like that much [3]. It is right after that event when they would start transforming their groups into the criminal groups who would immigrate to Crimea soon and become involved in robberies, racket, and blackmail, which are the deeds they know perfectly well. Such was the conduct of the pro-Russian mercenaries from Caucasus. They have become an albatross around the Kremlin’s neck in Donbas region. Nevertheless, they do not want to come back to their Motherland where nobody waits for them, either.

On the occupied peninsula, the Ossetian insurgents started forming the criminal groups and actively divide the spheres of influence. However, unlike Kadyrov’s servants who simply started criminalizing Crimea, the criminals from South Ossetia, supported and authorized by the Russian secret services, carried out a sort of ideological work, at first. Moreover, the representatives of South Ossetia in the occupied Crimea declared it was the Ossetians who were the indigenous population of the peninsula. They affirm their ancestors, i.e. the Alani, come from the Scythians who lived on the territory of the peninsula and fought against the Mongolо-Tatars. Nowadays, the activists of the Diaspora controlled by the Russian secret services are going to introduce the issue on recognizing the Ossetians a native Crimean people for an intergovernmental discussion [4]. That is a completely unique situation because the history is used as a tool of the criminalization of the occupied territories. For Ukraine, it is quite a formidable threat as far as the human rights and freedoms of the population of the occupied peninsula can be restrained. That is the evidence proving the aggressor-state is not going to give back Crimea in a peaceful way. On the contrary, it tries to rewrite the history with the help of the structures controlled by the Russian Federation in order to firmly stand its ground.

However, it is interesting to note that South Ossetia started laying its claims to the peninsula only after it tried to annex it. As for now, its representatives both affirm they have the ethnic relations with Crimea and possess the rights on Crimean monuments to the past such as Scythian Napoli. The certain public activists consider the region a historic monument of unrecognized South Ossetia, not more. To promote the concept in Crimea, they use the informational and educational campaign as a tool of ideological influence on the local population [5]. There are both the ideological and cultural reasons for that. To put it in other words, the representatives of South Ossetia intend to divide Crimea with their own hands and establish a complete control not only over the peninsula economy but over the religious and cultural processes, as well. That indicates Russia have reached some other level of the terrorist activity, which uses the ideology and history as priorities followed by weapon and terror. Those processes are frightening because they can be adjusted to any needs of the Kremlin. In other words, in theory, one can use history and culture to justify any violence and crimes against peace. That is an overall threat not only for Ukraine but for the European countries, as well.

In the activity of the emissaries from South Ossetia, there is a certain political element indicating a high level of the system of organization and manageability. Thus, the Ossetian representatives support the occupying authority that does its best to return the Scythian gold to the peninsula. We mean there are over two thousand artifacts, which were sent by Ukraine from the Crimean museum to the exhibition in Amsterdam before the annexation attempts. Ukraine won the trial, so they had to give back those treasures to the Ukrainian state in 2016 [6]. However, today, the activists of South Ossetia are sure that the artifacts are the historic Ossetian monument. They are trying to return them to the occupied peninsular.  The political aspect is the issue that makes difference between the Crimean mafia and other criminal ethnic groups. It is not surprising that those structures completely supported and assisted the annexation of the peninsula. Today, they are supporting the occupying authority by any means. In response, the latter turns a blind eye to the organized criminal activity of the representatives of South Ossetia.  Such kind of collaboration with the Kremlin has lasted for a year or so and is beneficial for both the sides.

The political declarations of the Ossetian Diaspora leaders, controlled by the Russian Federation in Crimea, prove there is a complete support provided by the occupying Russian authority for them. Thus, Elbrus Bibiev, the Diaspora’s head in the occupied Crimea, declares there are the parliament deputies belonging to the Crimean Ossetians and working for Russia. He praises the RF by any means. He believes it is the RF who helped the Crimean Ossetians to feel they are real humans and created all the conditions, which are necessary for them. Bibiev cynically emphasizes Russia practically saved the peninsula from destruction and decline [7]. At the beginning of the peninsula annexation, the above mentioned Diaspora controlled by the secret services of the RF and being in reality a group of organized criminals ethnically interlinked between one another completely approved and supported the concept of the Crimean referendum and uttered their positive attitude to the official declaration of the need for sending the Russian troops in the peninsular, later on [8]. It is not surprising to hear such rhetoric because it has been heard several years before. Thus, in 2008, the Crimean Verkhovna Rada that was operated by the Russian influence agents and had the representatives of the certain ethnic mafia among its members addressed the Verkhovna Rada of Ukraine, asking to recognize the independence of Abkhazia and South Ossetia. However, Ukraine’s attitude was unchanged: Georgia is a sovereign and unitary state including all Georgia’s territories [9].

In fact, the attitude of the Diaspora is not only about the approval of the annexation attempt. Its representatives constantly meet the occupying authority and authors of the appeals to Volodymyr Putin, in which they push for Putin’s not leaving the territory of the peninsula and Donbas but, on the contrary, revive the industry in those regions. That is accompanied by the slogans such as ‘Russia’s home and foreign policy serves for the protection of the Russian speaking people ’ [10]. Using those slogans, the emissaries of the quasi republic try to make the isolation of Crimea deeper and the return of the peninsular into the Ukrainian constitutional space farther. It is also worth mentioning that, apart from the political work, the Crimean emissaries of South Ossetia do not forget to occupy the economy of the peninsula, as well.

Thus, in 2018, on the peninsula, a network of tied outlets with the products made in South Ossetia was opened. In other words, they promote the economic concerns of the unrecognized quasi state by enlarging the expansion on the similar black Crimean market. The agreement on opening such outlets was officially signed by the heads of the Chambers of Commerce & Industry of the Crimean Republic and South Ossetia. Nevertheless, most of experts are astonished with such a decision as far as that self-proclaimed state has nothing to sell to the peninsula, except mineral water. Certainly, the propagandist plans, which will never be put in practice, are quite ambitious. Thus, within the agreement, the cooperation in banking sphere and in the field of tourism was announced [11]. In such a way, the Russian Federation creates the illusion of the development of self-proclaimed republics by periodically declaring the formation of various economic ties between them. At the same time, a real invasion of the peninsula, done by the certain ethnic mafia, affects the business environment of Crimea as far as it practically forces the Crimean people out of the market and concerns those who possess their own business, trying to simply survive in the occupation. 

Ukraine also should assess another threatening signal send by the RF to our state. It concerns Caucasus. The point is that the quasi government of the South Ossetia is declaring their intentions for renaming their state into Alania, today.  That was told by the Kremlin protégé Leonid Tibilov because he thinks it will be easier to join Russia after receiving such a name [12]. At a time, it is the Alani who are actively reflected by the Russian propaganda in Crimea as the forefathers of the indigenous population of the peninsula. It concerns not only the new risks of the discrimination of the real native peoples of Crimea and Ukrainian speaking population of the peninsula.

However, in those events, one can see another plot, which is dangerous for Ukraine. The RF can officially refuse from Crimea to be deprived of the sanctions imposed on it. That, however, will not return the Crimean Republic to Ukraine but make it a subordinate to the quasi government of the newly-formed Alania state.  Such version is quite possible because the Kremlin will try to reason its own decision by means of the historical facts and claims on the peninsula uttered by South Ossetia. The RF counts that the unrecognized state will not act as a litigant in the international trials and tribunals as far as it does not have any sign of  statehood and juridical personality. So, the authority of the aggressor-state will try to avoid the responsibility for the escalation of the violation of the human rights and the rights of the ethnic groups in Crimea within Alania state. 

The documents, which are approved by the occupying authorities of Crimea today, prove those intentions are real. Nevertheless, in the Law on the Strategy of the Social & Economic Development of the Crimean Republic by 2030, it is provided that the government is going to create and support the Ossetian national cultural autonomies that must implement an active policy of the preservation and development of the traditions, culture, and language of that nation on the peninsula [13]. At a time, the Act does not concern the development of the Ukrainian culture and language at all.

A lot of scientific researches of the Russian scientists prove the plot, too. The research works tell us that the Ossetian people has historically craved for unity. In those publications, they even suggest the possible ways for achieving such unity. In particular, it concerns the associated relations of Alania state with different Ossetian ethnic and national groups. As those scientists believe, Crimea belongs to them [14].

Thus, the invention of the quasi state of South Ossetia shows that Russia both historically invades the territories and traditionally uses their population for  justifying its aggression all over the world, in the future. The inhabitants of South Ossetia who became the Kremlin accomplices involved in the conflict between Russia and Ukraine did not become an exception, either. Unlike Kadyrov’s servants entrusted by Russia to criminalize Crimea, the Ossetians became a political tool of the Russian Federation. It is with them who helped the Kremlin to reformat the historic processes and influence the cultural and religious life of Crimea. That weapon is much more dangerous and active. That became a hurdle for the return of the occupied peninsula. However, the realia make Ukraine take into account such a scenario of the development of the aggression cynically initiated by Russia.
